Sustainable Revolving Loan Program

Revolving Loan Fund

Any agency which does not have sufficient appropriation and/or funding to complete desired energy efficient upgrades for state owned facilities may participate in the Sustainable Building Design Program for renovations which exceed two hundred fifty thousand dollars ($250,000) upon ABA approval.

The Sustainable Building Design Program is intended to provide additional appropriation authority for the Sustainable Building Design Program. Funding for the program may be made available by the Chief Fiscal Officer of the State, in the form of a loan, from a transfer from the Fund after the required review by the Arkansas Legislative Council or Joint Budget Committee, approval by the Chief Fiscal Officer of the State and approval through rules and regulations established and administered by the Arkansas Building Authority.

On May 28, 2009 Governor Mike Beebe issued an Executive Order # 09-07 to encourage the reduction of energy consumption by state agencies and the environmental impact of state agency operations. The Executive Order requires all executive branch agencies under the jurisdiction of the Governor to develop and submit individual Strategic Energy Plans (StEP) with the following goals:

  • Reducing each agency’s annual agency maintenance and operating budget devoted to energy consumption, and

  • Promoting agency operations and practices that will reduce, to the extent practicable, the environmental impact of the agency’s overall operation

www.Green.Arkansas.gov was created to serve as a central information repository for state agencies as well as the general public, providing information on 'Go Green' initiatives and energy saving ideas at the state and national level.
